Maritime authorities from five cities in the Bohai Rim region have signed a memorandum of cooperation to enable one-stop processing of nine high-frequency maritime administrative services across all jurisdictions.

This initiative promotes cross-regional handling of maritime administrative affairs in the Bohai Sea Free Trade Pilot Zone, marking the official implementation of cross-regional administrative cooperation in the Bohai Sea area. It signifies a successful transition from the pilot implementation in Tianjin and Hebei to a new stage of coordinated interaction across the Bohai Sea region. This will further streamline the flow of shipping elements between Beijing-Tianjin-Hebei and the Bohai Sea region, injecting strong momentum into enhancing the quality and efficiency of the northern shipping economy and driving coordinated development in the northern hinterland.

　　The Bohai Sea region is home to several major ports with annual throughput exceeding 100 million tons, including Tianjin Port, Dalian Port, Qingdao Port, Yantai Port, and Tangshan Port's Caofeidian Port Area. Since the implementation of cross-regional administrative handling in the Tianjin and Hebei Free Trade Pilot Zones in 2024, the "off-site same standards, collection and transfer" model has broken down administrative barriers. It has enabled 11 high-frequency maritime services to be handled "locally and conveniently," reducing the certificate processing cycle from over 20 days to within 3 working days and cutting the processing time for services such as ship re-registration by more than 80%.

It focuses on addressing the pain points and difficulties faced by port and shipping enterprises, further unifying business handling standards, breaking down regional data barriers, and streamlining and optimizing procedures. Nine high-frequency maritime administrative services, including ship ownership registration, are now fully accessible across the region. Enterprises can submit applications at any of the "Bohai Sea Free Trade Pilot Zone Cross-Regional Handling Windows" in the five locations. Through models such as collection and transfer, mutual recognition of acceptance and review results, and online-offline integrated handling, the initiative resolves the bottleneck issues of "multiple trips and backtracking" for off-site services. It provides solid administrative service support for the efficient operation of the Bohai Sea port cluster and the improvement of the port and shipping industry system.
