The Yangshan Port has witnessed the implementation of the first cross-regional mutual recognition case for maritime vessel inspections in the Yangtze River Delta.

　　Recently, the Yangshan Port Maritime Safety Administration, while requiring an inspection of a sea-going vessel with safety defects in its jurisdiction, assisted the vessel in completing a cross-regional temporary inspection in accordance with the "Pilot Implementation Plan for Deepening Mutual Recognition of Ship Inspections in the Yangtze River Delta Region." This was the first case of mutual recognition of inspections implemented at Yangshan Port since the official implementation of the plan, marking the effective implementation of the Yangtze River Delta ship inspection integration reform in the maritime area.

　　For a long time, temporary inspections of ships operating in different locations have faced the challenge of "time-consuming returns to the place of origin and inconvenience locally." To implement the national strategy for the integrated development of the Yangtze River Delta, the Maritime Safety Administration of the Ministry of Transport issued a related plan in November 2025, specifying that starting from January 1, 2026, domestic ships registered in Shanghai, Jiangsu, Zhejiang, and Anhui can apply for annual, intermediate, and temporary inspections nearby during their operations in the region. This follows the principle of "applying nearby, inspecting nearby, and certifying nearby" to enhance service efficiency.

　　This time, after law enforcement officers from the Yangshan Port Maritime Safety Administration discovered three safety defects on an Anhui-registered vessel, they required the vessel to undergo a temporary inspection in accordance with the mutual recognition regulations. They proactively provided services, guiding the ship's crew to submit an application through the "Maritime Connect APP" and coordinating with inspection agencies to track the progress of rectifications. After the defects were rectified, inspection personnel boarded the vessel to complete the inspection and issued a report, achieving a closed-loop management process and significantly reducing the ship's time and economic costs.

　　This case, as a vivid practice of the Yangtze River Delta ship inspection integration reform, validated the grassroots operability of the mutual recognition mechanism for inspections and provided replicable experience for nationwide mutual recognition of ship inspections. A relevant official from the Yangshan Port Maritime Safety Administration stated that they will deepen regional collaboration, promote the coordinated governance of ship inspections from "breakthroughs at specific points" to "systematic integration," continuously optimize services, and strengthen control.
