Ningbo-Zhoushan Port has completed its first “ship-to-ship” bonded green methanol bunkering operation.
On April 22, as the refueling ship "Daqing 268" slowly injected bonded green methanol into the fuel tank of the "COSCO Shipping Libra" docked at the Meishan Port Area of Ningbo Zhoushan Port, the province's first "ship-to-ship" bonded green methanol refueling operation was officially launched, adding an important support to the green fuel service matrix of Ningbo Zhoushan Port.
Against the backdrop of increasing pressure on carbon reduction in the global shipping industry and increasingly stringent environmental regulations by the International Maritime Organization (IMO), replacing traditional fuels with green energy has become an inevitable trend in the industry's development. The Zhejiang Provincial Department of Transportation, leveraging the development of the shipping service industry, has collaborated with relevant provincial and municipal units to continuously promote the development of the green ship fuel refueling industry, aiming for an explosive growth in refueling volume by 2025.
The successful implementation of this first operation is attributed to the efficient collaboration and institutional innovation of various units. The customs department innovatively introduced a combined function of bonded warehouses and export supervision warehouses, significantly simplifying operational processes; the maritime department relied on a regulatory network of "remote monitoring + waterway patrol + on-site inspection" to ensure the safety of ship entry and exit, berthing, and refueling operations; the border inspection department achieved "zero-wait" customs clearance services through "online pre-reporting and instant processing"; commerce and transportation departments issued green methanol refueling permits, innovated the refueling ship registration model, and collaboratively completed the review of the green methanol refueling assessment report; Ningbo City provided high-quality and precise services to enterprises, fostering innovation and efficiency.
As the implementing entities, Zhejiang Seaport Group and Ningbo Zhoushan Port Group, in collaboration with China Marine Bunker (PetroChina) Co., Ltd., focused on the key elements of "ship, cargo, and personnel," coordinated supply sources, overcame technical challenges, and completed a full-process safety assessment. Addressing the highly corrosive nature of green methanol, they equipped specialized equipment to ensure operational safety and optimized ship entry and exit plans to ensure the smooth progress of the refueling task.
Next, the Zhejiang Provincial Department of Transportation will continue to implement the decisions and deployments of the provincial party committee and government regarding the construction of a world-class strong port and a strong transportation province. It will collaborate with relevant departments to fully implement the high-quality development plan for the shipping service industry, deepen reforms in green ship fuel refueling, improve the green ship fuel service system, enhance the comprehensive service capacity of international shipping, and contribute to the transformation and development of international green shipping.
