On September 24, 2026, the US Animal and Plant Health Inspection Service (APHIS) amended the "Import Requirements for Highly Pathogenic Avian Influenza Poultry and Egg Products," with a public comment period of 60 days following publication in the Federal Register.
Current APHIS regulations specify that live birds and other avian commodities may not be exposed to highly pathogenic avian influenza (HPAI), or must have undergone HPAI quarantine for 90 days prior to export to the United States. The US proposes reducing the pre-export quarantine period to 28 days. This measure would align APHIS regulations with international HPAI transmission standards. Following an HPAI outbreak, relevant countries and regions could resume exports of live birds and other avian commodities to the United States sooner, while still providing adequate safeguards that imported birds and other avian commodities do not present a risk of disseminating HPAI within the United States.
The main requirements cover certification requirements for pet birds, commercial birds, animal birds, and scientific research birds; general prohibitions on imports; live poultry and hatching egg certification requirements; import requirements for carcasses, meat, carcass parts or products, and eggs (excluding hatching eggs) of poultry, sport birds, and other birds; import requirements for regions with Newcastle disease or HPAI outbreaks; and restrictions on importing poultry meat and products, live birds, and poultry from APHIS-designated European poultry trade zones.
