IBI Kazakhstan Digital Economy Headquarters Officially Launched; “Xianfeng Qihang” Going Global Service Liaison Station (Kazakhstan Station) Unveiled Concurrently

On July 8, the IBI Kazakhstan Digital Economy Headquarters was officially launched in Almaty, Kazakhstan, while the “Xianfeng Qihang” Going Global Service Liaison Station (Kazakhstan Station) was unveiled concurrently.

Darkhan Amangeldiyevich Satybaldy, Mayor of Almaty, met with a delegation led by Liu Yongzong, Member of the Standing Committee of the CPC Fengtai District Committee and Secretary of the Political and Legal Affairs Commission; Qian Xiaojun, Founder and CEO of IBI; and Liu Junzhai, Director of IBI and Chairwoman of TDD-Global.

The guests first visited the IBI Kazakhstan Digital Economy Headquarters, where they gained an in-depth understanding of IBI’s full-chain service system for cross-border digital trade and supporting supply chain services in Central Asia, as well as the company’s technological capabilities and operating models in digital supply chains and the industrial internet.

The launch ceremony was subsequently held at the Kazakhstan Hotel.

Aidar Abildabekov, Vice Minister of Trade and Integration of Kazakhstan; Olzhas Mukhtarovich Smagulov, Deputy Mayor of Almaty; Liu Yongzong, Member of the Standing Committee of the CPC Fengtai District Committee and Secretary of the Political and Legal Affairs Commission; Qian Xiaojun, Founder and CEO of IBI; and Liu Junzhai, Director of IBI and Founder of TDD-Global, delivered speeches at the event.

More than 300 government officials, leading business representatives, and industry experts from China and Kazakhstan attended the event, jointly witnessing another milestone in IBI’s expansion along the Belt and Road.

Aidar Abildabekov noted that Kazakhstan is vigorously developing its digital infrastructure, improving the business environment, and strengthening its position as a Eurasian transport hub, including through the development of trans-regional transport corridors.

He spoke highly of the significance of establishing the IBI Kazakhstan Digital Economy Headquarters in Almaty, stating that the project would not only support the development of Kazakhstan’s digital ecosystem and deepen investment cooperation, but also serve as an efficient platform for interaction among government, industry, academia, and research institutions.

He added that the Ministry of Trade and Integration would continue to provide policy support and expressed his hope that the headquarters project would be implemented successfully and contribute to elevating the China-Kazakhstan comprehensive strategic partnership to a higher level.

Olzhas Mukhtarovich Smagulov said that, under the strategic guidance of the heads of state of Kazakhstan and China, the two sides are working to translate political consensus into concrete projects and business partnerships.

The establishment of the IBI Kazakhstan Digital Economy Headquarters represents a new breakthrough in cooperation between Kazakhstan and China in the digital economy, industrial internet, cross-border trade, and investment.

As Kazakhstan’s financial, commercial, and technological center, Almaty accounts for more than one-fifth of the country’s total economic output. The establishment of IBI’s Digital Economy Headquarters in the city will strongly promote deeper regional cooperation and industrial upgrading.

Liu Yongzong stated that, as Belt and Road cooperation continues to deepen and the China-Kazakhstan comprehensive strategic partnership steadily advances, the digital economy has become an important driver of industrial cooperation between the two countries.

Kazakhstan is a key hub of the Silk Road Economic Belt, while IBI is a leading industrial internet enterprise that was founded and developed in Fengtai District. The launch of the headquarters is a concrete example of a Fengtai-based enterprise implementing its international expansion strategy.

Fengtai District is currently advancing the development of a legal services zone and an international legal and business integration demonstration zone. The concurrently unveiled “Xianfeng Qihang” Going Global Service Liaison Station (Kazakhstan Station) will provide Chinese and Kazakh enterprises with one-stop services covering policy consultation, legal compliance, and local implementation support.

He said that, building on this initiative, Fengtai District would fully leverage IBI’s resource integration capabilities and the service strengths of the liaison station to expand industrial connectivity and economic and trade cooperation between China and Kazakhstan more efficiently.

Qian Xiaojun, Founder and CEO of IBI, said that IBI would position the Kazakhstan Digital Economy Headquarters as a strategic hub for Central Asia and comprehensively implement cross-border industrial services.

By fully leveraging its three core strengths—platform traffic, digital technologies, and full-industry-chain resources—IBI will build a regular and professional two-way economic and trade cooperation bridge between China and Kazakhstan.

On the one hand, the company will help Kazakhstan’s local industries enter the Chinese market. On the other hand, it will support competitive Chinese industries in establishing operations in Kazakhstan, thereby promoting the continued growth of bilateral trade, cross-border logistics, and industrial investment.

IBI will establish deep roots in Almaty and integrate itself into Kazakhstan’s local industrial development. It will provide targeted digital solutions to support the transformation and upgrading of traditional industries, improve the quality and efficiency of the real economy, and create more opportunities for trade cooperation and industrial employment.

Through long-term, pragmatic, and sustainable industrial cooperation, the company aims to consolidate the foundation for mutually beneficial and win-win cooperation between China and Kazakhstan.

Liu Junzhai stated that the IBI Kazakhstan Digital Economy Headquarters would serve the wider Central Asian region and support the cross-border operation of industrial clusters.

The headquarters will function both as a gateway for Chinese enterprises expanding into Central Asia and as a convenient bridge connecting Central Asian enterprises with China’s comprehensive industrial chains.

In the future, the headquarters will focus on six major areas of cooperation:

First, developing the industrial internet to support the digital upgrading of Kazakhstan’s manufacturing sector.

Second, advancing modern agriculture by applying Chinese technologies to unlock the potential of local agricultural resources.

Third, promoting the deep processing of mineral resources and extending high-value-added industrial chains.

Fourth, establishing a smart cross-border logistics system linking Horgos and Almaty.

Fifth, facilitating bilateral industrial investment and the implementation of joint venture projects.

Sixth, providing one-stop international business services covering market access, compliance, and resource matchmaking.

Yin Haifeng, Vice President of IBI and CEO of Feidoodoo, delivered a presentation entitled “The Global Expansion of Cross-Border Digital Industries.”

She introduced IBI’s integrated supply chain solutions for the international expansion of industrial clusters, as well as its trading, logistics, and overseas warehousing network covering 168 countries and regions.

During the event, IBI signed 20 cooperation agreements with partners from Kazakhstan and other countries. The agreements covered non-ferrous metals, agriculture, energy and mineral resources, equipment manufacturing, logistics, finance, daily chemicals, electronic information, and other sectors.

The IBI Kazakhstan Digital Economy Headquarters is a core strategic hub for advancing IBI’s third growth curve—cross-border industrial development—and extending its reach across the five Central Asian countries.

Building on this foundation, IBI will continue to deepen its presence in the Central Asian market, enhance its cross-border digital service capabilities, and coordinate resources from all parties to facilitate the implementation of more China-Kazakhstan industrial cooperation projects.
